[TF2] Show crit effect Market Gardener (v1.1)

About

Market Gardener has attribute that `Deals crits while the wielder is rocket jumping`

but that's not mean show crit boost effect while rocket jumping.

so, i made this.

The plugin gives crit boost effect while rocket jumping.

- Fixed exploit that player's other weapons can firing crit by quickly switching the weapon. (crit boost time reduced from 1.0 to 0.5 so they can't)
