[req] rr commands

Hi, Maybe someone could make a little plugin?



It is desirable that the write !rr in chat, round restarting. Or maybe in admin panel (sm_admin) select commands restart game "mp_restartgame 3".



The command needed to in mixes servers when needed restart round.
